Abstract

One of the factors that threaten public security is terrorist attacks. States aim to maintain public
security effectively by effectively using intelligence sharing in public security against terrorist
threats and by making various reforms in this field. ISIS (Islamic State of Iraq and Syria), which
was initially a small and regional terrorist group but gradually became a serious global threat by
taking advantage of the chaos in Iraq and Syria, has committed bloody terrorist acts in many
countries. The ISIS has threatened the public safety by performing a large number of terrorist acts
in Turkey. In this study, between the years of 2013-2017 ISIS terrorist attacks carried out in Turkey
are discussed. In addition, some reforms of these terrorist attacks in public security are also
discussed. This study is advocated following argument: that between the years 2013-2017 ISIS
terrorist attacks carried out in Turkey, has revealed the need to reform the public security. And has
revealed the importance of intelligence in public safety. The aim of the study is to show the
relationship between terrorist attacks and public security reforms. ISIS attacks in Turkey were
examined in this context. Within the scope of the study, the attacks were handled chronologically
and evaluated with the content analysis method with the support of the literature. Effects of these
terrorist attacks in Turkey and has put forward the reflection of public security reforms. It was
concluded that the terrorist attacks carried out were particularly effective in the field of intelligence
sharing and coordination in the reforms of public security
