Abstract

This article analyzes the strategic role of dual-use technologies in defense procurement processes. These technologies, which serve both civilian and military purposes, form a delicate balance between security and economic development—directly influencing states’ strategic planning, regulatory frameworks, and international relations. Focusing on key domains such as artificial intelligence, biotechnology, advanced materials science, and space engineering, the study explores the historical evolution, practical applications, governance challenges, and ethical dilemmas of dual-use technologies. Furthermore, it discusses theoretical approaches to the security-economy nexus, assesses sectoral applications, and provides future-oriented insights for governance strategies. For emerging defense industries like Turkey, dual-use technologies present both risks and opportunities in achieving strategic autonomy and building national capacity. In this context, the article proposes a holistic, multi-layered, and interdisciplinary approach for the sustainable and secure management of dual-use innovation.
